A wave of public pressure in Cottonwood, Arizona, is prompting city leaders to take a closer look at license plate-reading cameras that some residents see as a public safety tool and others view as a troubling expansion of surveillance.
The immediate outcome of the Aug. 4 City Council meeting was a pledge by officials to bring the camera issue back for a dedicated public discussion, according to JournalAZ.

Vice Mayor Felicia Coates said any follow-up conversation should give residents "an opportunity for the community to learn more about the Flock system, how all the data is retained, safeguards and some of the other issues."
The Cottonwood City Council then agreed, without opposition, to place the city's Flock Safety camera system on a future agenda, JournalAZ reported.
Public comment skewed against the system. Seven residents spoke against the automated license plate readers, three others submitted support cards, and about 15 audience members stood in solidarity with the speakers.
The debate centers on a system that has quietly expanded since 2021.
Four Flock ALPRs were installed in 2021, and by 2025 there were 11 around Cottonwood.
Then, in a June 17, 2025, council vote, officials approved a $199,000 package that included eight additional cameras and two drones, alongside a $213,992.80 state grant tied to anti-human-trafficking efforts.
Cottonwood resident Zachary Jablow captured the unease voiced during public comment.
"With these Flock Safety cameras … we don't know what's happening with our data. Other people can access our data. These cameras can get hacked," Jablow stated.

Sedona has become part of the local argument over ALPRs.
The city installed similar cameras in June 2025 without public notice, then canceled its Flock contract and removed 11 cameras in September 2025 after residents objected, per JournalAZ.
Organized resistance has also continued outside council chambers.
On Aug. 1, Indivisible Cottonwood Clarkdale Cornville held its third meeting on the issue, where organizers Lori Pedersen and Sandy Boyce encouraged residents to contact council members, write letters and keep public attention focused on the cameras.

Police officials have defended the program as a crime-fighting tool.
Cottonwood Police Department Cmdr. Gareth Braxton-Johnson said that the systems were paid for through grants from the Arizona Department of Homeland Security and the Arizona Automobile Theft Authority, and that the resulting camera records fall under the Arizona State Library Archives and Public Records Retention Schedule.
The newer "Community Partnership Cameras" are also separate from the city's ALPRs.
They were still not installed as of Aug. 5, and Braxton-Johnson said that they do not use facial recognition technology.
Meeting documents said the contract includes software that can use AI to search by vehicle and description.
What's being done?
The main shift is procedural.
Rather than remaining tucked into a consent agenda item, the matter is headed for a public discussion in which city leaders are expected to address retention rules, access, and safeguards more directly.
Residents in Cottonwood are seeking clearer answers before the system grows further.
Their concerns extend beyond whether the cameras might help solve crimes to who controls the data, how long it is kept and whether the protections against misuse are strong enough.
Cottonwood resident Pam Wilson summed up the concern during public comment.
"The community deserves an opportunity to understand how it works, what data is collected, who has access to it, how long the data is retained, and what safeguards are in place to prevent misuse," she said.
