Southern California program erases up to $8,000 in utility debt after a year of on-time payments

For customers already carrying overdue balances, the program is one of the few focused forms of relief.

High power bills are pushing some families to seek relief wherever they can find it.

For certain Southern California Edison customers, one assistance program could offer a major reset.

Here's what to know

According to the Victorville Daily Press, interest is rising in Southern California Edison's Arrearage Management Plan, or AMP, as Victor Valley households face steeper utility bills and punishing heat.

Qualifying customers who stay current for 12 straight months can have up to $8,000 of overdue electric debt forgiven through AMP.

For households carrying large balances, that can mean avoiding years of catch-up payments on charges that built up during the hottest parts of the year.

To qualify, customers must already be enrolled in California Alternate Rates for Energy, or CARE, or Family Electric Rate Assistance, or FERA, and they must have been Edison customers for at least six months. They also need an overdue balance of at least $500, with some of it unpaid for more than 90 days, plus at least one on-time payment in the last 24 months, the Daily Press reported. 

The California Public Utilities Commission's Public Advocates Office found that Edison's residential rates rose about 83% between 2015 and 2025. The Daily Press also reported that nearly 1 in 5 California households served by the big investor-owned utilities were behind on energy bills in 2025.

AMP launched in 2021, and by 2024, the Daily Press reported, 10,000 Southern California households had enrolled.

For customers already carrying overdue balances, the program is one of the few focused forms of relief. If they can stay current for a year, they have a chance to erase old debt rather than just stretching it out over time.

What can be done?

Customers can be removed after either two back-to-back missed payments or three nonconsecutive missed payments.

For families with at least $500 in overdue charges, completing the 12-month program can wipe away thousands of dollars in old utility debt, freeing up money for other essentials instead of sending it toward unpaid power bills.
