Tucson officials in Arizona have approved its first rules for large-scale data centers, adding guardrails on where the facilities can be built and how they must operate in a desert city where water and energy use are under intense scrutiny.
The 6-1 vote followed public debate over how to balance economic development with local resource limits.
What happened?
According to KOLD, the vote came after a year of review, study, and community feedback regarding large-scale data centers.
Under the ordinance, as the outlet reported, a facility counts as a large-scale data center if it is bigger than 25,000 square feet or uses more than 20 megawatts of power. The new standards require proposed facilities to be built at least a half-mile from residential areas and no closer than 1,000 feet to office or commercial space.
Before a project can proceed, developers must show that enough electricity is available at the site, reveal the energy sources they plan to rely on, stay within potable-water limits, and obtain approval from the mayor and council, KOLD reported.
The rules also impose a 50-foot height limit, require 40-foot buffers, and mandate both noise-control planning and environmental reporting.
Why does it matter?
Data centers are becoming increasingly important as demand grows for cloud computing, streaming, artificial intelligence, and other digital services. But these facilities can also require major amounts of electricity and, depending on how they are cooled, substantial water resources.
The issue is especially sensitive in Tucson, where water security is already a central public concern. Zoning decisions for energy-hungry facilities can affect neighborhoods, local infrastructure planning, and how communities think about growth in a hotter, drier future.
The debate in Tucson also reflects a question playing out in cities across the country: how to welcome new investment without leaving residents to absorb the downsides.
As resident Kielly Lewis said, "They extract every drop of water from every area that they inhabit. We don't have the water. We will have even less after we lose our rights to the Colorado River basin."
Concerns about noise, land use, power demand, and water consumption are not abstract when communities are already under pressure from rising temperatures and strained natural resources.
What's being done?
The ordinance creates a screening process before large data centers can move forward.
Despite the new requirements, the measure does not go as far as some residents wanted.
Residents who spoke at the meeting asked for tougher action, and several called for a full moratorium on data centers. The council did not adopt that step, but KOLD reported that it reserved the option to revisit the ordinance.
Because each facility will still need mayor and council approval, public input is likely to remain part of the process.
