A proposed federal rule change could reshape one of the longest-standing safeguards in U.S. nuclear oversight.
Here's what to know
The Trump administration is pushing to speed up nuclear expansion as electricity demand grows, in part due to the expansion of data centers needed for AI.
OPB reported that the Nuclear Regulatory Commission wants to remove the radiation-safety standard called "As Low As Reasonably Achievable," or ALARA, after decades of using it to guide protection practices.
The proposal would leave the legal exposure ceilings in place while ending the expectation that companies push doses below those limits whenever they reasonably can.
Annual caps would remain at 5 rem for workers and 0.1 rem for the public. At the same time, the Nuclear Regulatory Commission would add a "planned occupational dose limit extension" that could let certain workers receive as much as 10 rem in a single year, provided their total exposure does not exceed 25 rem over five years.
The change could simplify the path to building and running new reactors, particularly smaller models promoted as reliable low-carbon power. But ending ALARA could weaken protections that have helped keep radiation exposure down for workers and nearby residents.

A central fault line in the debate is how to think about radiation risk at lower doses.
David Brenner, director of the Center for Radiological Research at Columbia University, said,
"At high radiation doses, nobody's really arguing radiation causes cancer."
At lower doses, he said, it becomes much harder to measure any added danger because cancer is already widespread in the general population.
ALARA emerged in part because of that uncertainty. The policy was meant to do more than enforce a strict numeric limit by encouraging exposures to stay below those thresholds when possible.
Edwin Lyman, director of nuclear power safety at the Union of Concerned Scientists, said removing it would also reduce pressure on companies to keep strong safety practices in place.
Emily Caffrey, a radiation health physicist at the University of Alabama at Birmingham, said the standard created confusion "because what's 'reasonable' to one person isn't reasonable to another person."
Nuclear energy can provide large amounts of electricity without the air pollution associated with burning coal, gas, and oil for power that is driving rising global temperatures. But it also brings concerns about radioactive waste, plant safety, high upfront costs, and connections to weapons proliferation.
What's being done?
The NRC said the proposed changes are meant to modernize its regulations, not overturn the science it relies on. That means the agency would remove ALARA while keeping the Linear No Threshold model it uses to evaluate radiation risk.
NRC chairman Ho Nieh said ALARA's lack of clarity has made it harder for reactor designers to understand what regulators want at a moment when the federal government is trying to move new nuclear projects ahead faster. In defending the proposal, Nieh compared the principle to adding an unclear speed expectation on top of a posted limit.
Workers, nearby residents, medical experts, and industry organizations have until August 31 to tell the agency whether fixed exposure limits are sufficient or whether the expectation to go lower whenever possible should remain.
The dispute is likely to continue as the U.S. tries to meet growing power needs from energy-intensive technologies, such as data centers, while also weighing public health, climate goals, and economic growth.
As Caffrey said, "You should have a number because 'reasonable' is too loosey-goosey."
Lyman saw a different risk, warning, "It's trying to devalue and deemphasize the harm of ionizing radiation exposure."
