New York is investing $1.2 billion in the Niagara Power Project — a massive hydropower facility — to keep electricity flowing across the state for years to come.

The New York Power Authority's multi-decade rebuild centers on the Robert Moses Niagara Power Plant, where 13 turbines generate electricity from moving water. As WIVB reported, the facility produces 2.6 million kilowatts, accounting for more than 80% of NYPA's generation, making it the state's biggest electricity producer.
Under the Next Gen Niagara banner, NYPA plans what Jairo Florez of the New York Power Authority described as "a total upgrade" of all 13 generators, including repaired components, new mechanical and electrical parts, and updated controls.
Florez said the plant also functions as an economic development tool, with some electricity going to industrial customers at a preferential rate tied to job creation. Its output serves New York and seven neighboring states, while some power is sold into broader markets.

The overhaul is intended to preserve a major source of electricity as the grid faces rising demand, aging infrastructure, and mounting pressure from more extreme weather.
Hydropower plants like Niagara generate large amounts of electricity without burning fuel, which helps reduce air pollution and planet-warming gases while providing a steadier supply of electricity for homes, businesses, and manufacturers.

The facility's blackstart capability allows the project to help restore the grid after a statewide outage.
Florez explained, "In the event that the entire state loses power [or] we experience a blackout, we can actually fire units here, so that they can help with the restoration process of power throughout the state."
What's being done?
Florez said the modernization will stretch across roughly 15 to 20 years.
"When you're 65 years old, things can start aching, things can start degrading, so we need to invest money," Florez said. "NYPA has dedicated $1.2 billion on investment to make sure that this power project, the Niagara Power Project, is here, is relevant, and is reliable for the next 50 years."
