Families in Louisiana's "Cancer Alley" say recent rollbacks of the rule under the second Trump administration are putting their health and future in danger.
Here's what to know
The concerns have to do with the Hazardous Organic National Emission Standards for Hazardous Air Pollutants, often called the HON rule. It's a Biden-era regulation meant to curb toxic pollution from more than 200 petrochemical plants, many of them in Texas and Louisiana.
Just months into President Donald Trump's second term, the administration had granted temporary exemptions to dozens of these facilities. According to Yale Environment 360, the administration also plans to rewrite the rule.
In Louisiana's lower Mississippi River corridor, residents say the fight is personal.
Tish Taylor, who lives with her family in St. John the Baptist Parish, told Yale E360, "Everything that the Biden administration did to help protect us was pretty much just thrown in the garbage," and replaced by "a death sentence."
According to EPA estimates cited by the outlet, the rule would prevent about 6,200 tons of toxic air pollution each year, reduce ethylene oxide and chloroprene emissions by nearly 80%, and lower cancer risks linked to air toxins by 96% in affected communities.
St. John is one of the places where the situation is especially acute. The parish is part of the 85-mile stretch between New Orleans and Baton Rouge known as "Cancer Alley," where plants process about a quarter of the country's petrochemical products and where cancer rates are among the country's highest.
Across the region, Black residents make up a disproportionate share of the people facing the highest pollution burdens.

The HON rule required petrochemical plants to improve pollution controls, monitor gases released at facility fencelines, and make repairs when dangerous chemical levels exceeded limits.
It also removed a major loophole that had let plants release extra pollution during startups and shutdowns, including before storms or during maintenance.
"We've fought for decades to close loopholes and get real checks on chemical leaks," Michele Roberts of the Environmental Justice Health Alliance said in a press release announcing a lawsuit over the exemptions in 2025. "These standards target the dangerous chemicals that create a huge cancer risk in communities like Mossville, Louisiana, and others throughout the country."
Tracey Woodruff, a Stanford University epidemiology and population health professor who previously worked on toxic assessments at the EPA, told Yale E360 about the chemicals covered by the rule, "We've known about their toxicity for decades."
What's being done?
Local and national advocacy groups are fighting back in court, suing the Trump administration over the exemptions and arguing they are based on false claims.
"The Trump administration is illegally offering chemical plants a free pass to pollute toxics," EDF attorney Rosalie Winn said in the 2025 release.
Annie Fox, an attorney at the Clean Air Council, told Yale E360, "These are supposed to be rare exceptions that are well-grounded in research and facts."
