Florida commissioners back study of aging Lake Tarpon flood gate after storm surge shut it down

The county went more than 24 hours unable to release floodwater as a result.

Florida officials want a federal reexamination of the flood-control structure at Lake Tarpon as higher tides and stronger storms put new stress on a system that has protected nearby neighborhoods for decades.

With a unanimous vote, Pinellas County commissioners endorsed a federal feasibility study of the aging Lake Tarpon outfall, a step that could eventually point to either major upgrades or a full replacement, according to Tampa Bay Beacons.

Here's what to know

Built by the U.S. Army Corps of Engineers in 1969 as part of the Four River Basins, Florida Project, the structure is where Lake Tarpon drains into Old Tampa Bay. It depends on gravity to move water out of the lake while helping prevent saltwater from coming in.

The system was designed for a different set of conditions. Rising tides and more frequent coastal storms have narrowed the elevation drop that pulls water from the lake toward the bay, making it harder for the structure to drain water effectively.

In the county's support letter, Pinellas County Commission Chairman Dave Eggers said that storm surge from Hurricane Idalia in 2023 and Hurricane Debby in 2024 kept the gates closed for extended periods, and the county went for more than 24 hours without being able to release floodwater as a result.

Southwest Florida's water management district has contributed roughly $1.5 million in matching funds to the project, but the effort still needs a federal share. That money would require congressional support before the Army Corps could proceed with the more detailed study.

The issue extends well beyond the mechanics of the flood-control structure. When stormwater cannot drain efficiently, nearby homes and infrastructure face a greater risk of repeated flooding, especially during back-to-back high-tide and storm events.

Coastal communities across Florida face a similar problem. Infrastructure built for older weather patterns is now being tested by sea-level rise, stronger storm surges, and heavier rainfall. Systems designed nearly 60 years ago may no longer have the capacity or resilience needed for those conditions.

An Army Corps review found that the changed conditions are serious enough to merit a more detailed evaluation.

What's being done?

County leaders are trying to assemble the financial and political backing needed to fund the federal study. If that happens, the feasibility review would examine whether the current structure should be improved or replaced altogether.

The water district's matching funds demonstrate local support, which could strengthen the case for federal funding.

If federal funding comes through, the next phase could help determine how the Lake Tarpon system needs to evolve to keep pace with rising water and stronger storms, and how best to protect nearby communities from growing flood risks.

"The study is essential to ensure Lake Tarpon continues to receive flood protection and freshwater management benefits the structure was designed to provide," said Kelli Hammer Levy, the county's public works director.
