Retirement support often comes down to one central question: Can a fixed pension keep pace with the rising cost of everyday life? In the Philippines, the Government Service Insurance System appears to be responding with a broader slate of benefits for retired government workers, including a new loan program designed to help pensioners install solar at home.

Here's what to know

Qualified pensioners gained access to the Ginhawa Solar Energy Loan on Sept. 30, a launch tied to GSIS's National Pensioners' Week expansion of financial and social support for retirees, according to the Daily Tribune. Eligible retirees can borrow as much as ₱500,000 ($8,000) to purchase and install solar energy systems, with repayment spread over five years at 5% annual interest and no service fee.

Separately, GSIS said that by Sept. 21 it had returned nearly ₱20 billion ($320 million) through Balik Ginhawa loan refund programs, spanning almost 1.6 million loan contracts for more than 700,000 qualified members and pensioners. The agency said its Ginhawa for All Grand package also includes old-age pensions, survivorship pensions, pension increases, Christmas cash gifts, milestone benefits, and funeral benefits.

For retirees living on a pension, rooftop solar can help turn a recurring electricity bill into a more predictable monthly expense. Going solar is also one of the best ways to save money on home energy. If you're comparing options for your own home, try EnergySage to get free installation estimates and compare quotes.

More background

For qualified claims tied to deaths on or after July 13, 2026, the funeral benefit is ₱50,000 ($800) instead of ₱30,000 ($480).

Qualified surviving spouses may receive a benefit equal to 50% of the deceased member's or pensioner's pension without the previous ceiling. GSIS also said cohabitation will no longer end the benefit, though remarriage still does.

Other forms of support remain available, including emergency loans in declared calamity areas, certain housing programs, insurance offerings, and digital services such as the Annual Pensioners Information Revalidation. GSIS also expanded its Christmas Cash Gift program to include qualified pro-rata pensioners and pensioners covered by the Portability Law.

What's being done?

Applications for the solar loan will be submitted through the GSIS Touch mobile application, with approval subject to eligibility and documentary requirements.
