Massachusetts village got higher water bills, brown taps, and another missed deadline

For roughly 800 customers in Housatonic, Massachusetts, rising water bills have come alongside brown water and another unfulfilled commitment from their utility.

What happened?

According to The Berkshire Eagle, Housatonic Water Works was expected to have a manganese filtration system installed by June 1. That deadline passed with the project still incomplete, and the company now says the work should be finished this fall, extending the wait for cleaner water even as rates have risen.

Massachusetts regulators did not give the company extra time. Instead, they imposed a $2,500 fine after warning that a missed deadline could bring "hefty fines."

For residents, the delayed filtration system is part of a much older problem. The utility has a decades-long history of missed deadlines, even though a 2024 agreement permits a 90% rate increase spread across five phases while water-quality concerns continue.

Rachel Kelly, a Housatonic Water Works customer, expressed the anger many residents feel. "That's criminal that they're charging that and not using the money to fix it."

Why does it matter?

When water comes out brown, it can disrupt drinking, cooking, bathing, and laundry.

Families still have to pay their bills, even as they spend additional money on bottled water, filters, or other alternatives because they do not feel confident in what is coming from the tap.

What's being done?

So far, the clearest response has come from the state: regulators required the filtration system, turned down the company's extension request, and fined Housatonic Water Works for missing the June 1 deadline.

Kelly said she wants more than another promise from the company. "I want to take away their water company from them," she said. "That's what needs to be taken away."

"I just don't even trust these people," Kelly said. "They've never done the right thing by Housatonic."
