Residents in Houston's Sunnyside neighborhood say rules at a local waste drop-off center are pushing people towards illegal dumping and making the neighborhood unsightly.

Here's what to know

In a video report shared by ABC13 Houston on Oct. 25, Sunnyside neighborhood residents described problems at the residential waste site on Sunbeam Street. Several said they were denied service under rules they viewed as too restrictive.

One resident said his first load was accepted, but when he returned with a second, they told him, "You only can come one time." Another said he was told to take the furniture off his truck and come back separately to dump what was on the trailer.

Residents say the problem goes beyond simple inconvenience. In their view, being turned away cuts down on legal ways to get rid of trash and leaves more waste ending up in the community.

People in the area said those rules are contributing to trash buildup nearby. One resident also said workers raised concerns about his trailer's length and told him he could not return in that same truck with his neighbor.

One commenter wrote, "So, residents are paying for a service they aren't receiving, and when they try to take matters into their own hands and dispose of the trash themselves, they're turned away."

More background

The complaints in the report described more than one isolated case, with residents pointing to repeat visit limits, trailer-related restrictions, and rules about what could stay loaded on a truck.

Those kinds of limits can be even harder in communities where people may already be depending on one vehicle, borrowed equipment, or help from neighbors to move bulky items.

Residents featured in the report said that when legal disposal becomes harder to access, more trash gets dumped on Sunnyside streets.

Another commenter wrote, "And THIS is what creates the illegal dumping smh charging residents for services that aren't guaranteed is insane!" Other commenters said residents need more dependable access if the city expects people to dispose of waste properly.

What's being done?

District council member Carolyn Evans Shabazz said she understands the purpose of the rules at the site, but also wants to look at reviewing them, ABC13 Houston reported. She said the guidelines are meant to keep people who do not belong there from using the facility.

She did note that the rules should be reconsidered if they are worsening the trash problem.

As a more immediate step, Evans Shabazz pointed to rollaway cans as a way to ease demand on the Sunbeam Street location. "We have tried to come up with a solution that could be a lot more immediate, which would be the rollaway cans. Uh, that can maybe take some of the pressure off of the location," she said.

Residents say another legal disposal option could make it easier to get rid of bulky waste without repeated trips or rules that they say are turning them away at the gate.

Evans Shabazz was worried about the actual logistical implementation of the request, saying,  "Personally, I'm not sure if that location is big enough to be able to meet the needs of the people in that area."
