Florida neighborhood long hit by flooding gets relief as St. Augustine completes bioswale project

A Florida neighborhood that has dealt with years of flooding is finally getting some relief.

St. Augustine is marking the completion of the Court Theophelia Flood Mitigation Project, a long-awaited upgrade designed to move stormwater more effectively and reduce the standing water that has repeatedly affected residents near their homes.

Here's what to know

As Action News Jax detailed, the city will mark the project's completion with a ribbon-cutting on Bannan Ave., between Court Theophelia and Court Louise Streets. Residents and other members of the public are invited to attend and learn more about the work.

"To say that we are excited to see this important project completed is an understatement," the city's Chief Resilience Officer Jessica Beach said in the city's announcement. "Even more important is to see the improvements working as they were intended for the Court Theophelia neighborhood."

The Florida Department of Environmental Protection's Resilient Florida Program funded the effort entirely.

The city said the work covered more than drainage alone. It also rebuilt roads, updated utilities, and added St. Augustine's first bioswale-based green stormwater feature, designed to capture and manage runoff while improving water quality. A bioswale is a shallow and sloped landscape channel with water-absorbing plants added to simulate a more natural environmental area that handles rain well, often with piping or other manmade materials to assist with drainage.

When flooding repeatedly reaches streets and the areas around homes, households can end up paying through flood claims, insurance deductibles, and NFIP premiums.

Over time, public spending on mitigation projects can help lower some of that risk. The bioswale element reflects a broader shift toward combining traditional infrastructure with natural systems.

At Court Theophelia, the city paired drainage improvements with rebuilt roads, utility updates, and green infrastructure designed to work with the surrounding landscape.

No single fix can solve every flooding problem.

Better drainage can move water away more efficiently, while features such as bioswales can handle runoff earlier before it grows into a larger issue.

City officials said the milestone is about more than simply finishing construction.

"This project is a great example of how thoughtful investment in resilient infrastructure can make a meaningful difference for our residents," Beach said in the announcement. "And we could not have done this without the patience, support and cooperation of the residents in this neighborhood."
